Requesters

Pennsylvania RTKL attorney for requesters and individuals

If an agency denied your request, asserted an exemption, or let the statutory response period lapse, you generally have 15 business days to appeal to the Office of Open Records. We draft requests specific enough to survive an insufficient-specificity objection, respond to exemption claims, and brief appeals through final determination.

Municipalities and agencies

For municipalities and agencies

We advise open records officers and local agencies on response timelines, redactions, third-party notice, and defending exemptions such as noncriminal investigation, personal security, and internal predecisional deliberation, plus Sunshine Act meeting and executive session compliance.

Businesses and trade secrets

For businesses and trade secrets

When someone requests contracts, bids, or proposals a business submitted to a Pennsylvania agency, the trade secret and confidential proprietary information exemptions must be asserted promptly as a direct interest participant. We handle those submissions and appeals.

Appeals

Appeals at the OOR and in court

From the appeal form and position statements through OOR final determinations, in camera review, and petitions for review to the court of common pleas or Commonwealth Court, we represent both requesters and agencies.
